Equality 2025 is a high-level advisory group of disabled people. It offers Ministers and senior government officials strategic advice at the very early stages of policy development, and in-depth examinations of existing policy areas on issues that affect disabled people.
The Right to Control will be a major step toward achieving disability equality.
Guidance
ODI has published new guidance for Trailblazers. This guidance is for front line staff and their managers, who will be delivering the Right to Control to disabled people.
The guide brings together existing good practice in personalisation and service delivery for disabled people, from across the public and voluntary sector.
It may also be of use to user led organisations based in Trailblazer areas, which may support disabled people to access their Right to Control.

ODI supports civil servants to include disabled people in your work. This can include:
- information – guidance documents and signposting to specialist organisations, such as disabled people’s organisations
- advice – tailored advice by email or face to face
- support – tailored support including sharing tools and developing skills so your department can be confident and inclusive.
ODI can also help you to get in touch with Equality 2025, a non-departmental public body of disabled people that can offer independent advice to Ministers or officials.
